You might assume the senator made that comment recently, as the Senate wrestles with whether to let witnesses testify in the impeachment trial of President Donald Trump.

But it was actually 21 years ago, in January 1999, as former President Bill Clinton faced his own impeachment trial — a case that involved different allegations but similar debates over witness testimony and constitutional responsibility.
