From The Louisville Courier-Journal: Kentucky's pension reform law struck down by judge as unconstitutional

FRANKFORT, Ky. – Franklin Circuit Court on Wednesday struck down Kentucky’s new pension law.
Franklin Circuit Judge Phillip Shepherd ruled that the expedited process to pass the law by the General Assembly was unconstitutional, and the new law is void.
The high-profile case pitted Republican Gov. Matt Bevin – who says the law is legal and is needed to help address Kentucky’s multibillion-dollar pension crisis – against Democratic Attorney General Andy Beshear, who argued the law illegally cuts pension benefits and was passed in an expedited process that violated the Kentucky Constitution.
