FRANKFORT— This has been an uncertain time for all Kentuckians. My prayers and condolences go out to the families of those who have lost loved ones due to the COVID-19 public health crisis. I pray for their peace and strength to carry on. I hope they are able to find comfort through these trying times. This serves as a reminder to us all, the delicacy of life. Be sure to reach out to loved ones and checkup on them.
Today, I wanted to update you with some relevant information that may be helpful to you or someone you know. At this time it is hard to predict the financial burden this public health crisis will place on the economy, both nationally and in our state. With many businesses closed and forced to minimize staff, many Kentuckians are facing the harsh reality of being unemployed, fortunately, the Governor and legislature were able to come together to pass Senate Bill 150, which was the coronavirus relief bill, to make unemployment insurance more accessible.
Unemployment Insurance changes under SB 150 (COVID19 Relief Bill)
• Waives the seven-day waiting period for unemployment benefits
• Extends benefits to those who are self-employed, independent contractors, freelance workers, substitute teachers, and child care workers employed by religious-affiliated organizations and nonprofits.
• Allows those who had their hours reduced to also apply

For purposes of claims being processed in a timely manner, Kentucky has implemented a new schedule that requires filing times based on the first letter of your last name.
That schedule is as follows:
• Sunday: A-D
• Monday: E-H
• Tuesday: I-L
• Wednesday: M-P
• Thursday: Q-U
• Friday: V-Z & Also Friday if you missed your day

What you will need to apply for an Unemployment Insurance claim:
• Social Security Number;
• Date Of Birth;
• Complete Mailing Address; and
• Phone Number.

The One Louisville COVID-19 Response Fund for Household Assistance is a fund that will provide financial assistance to help with rent costs, childcare, transportation, food, and utilities. Eligible households, with a verifiable loss of income related to the COVID-19 health crisis– may receive payment assistance up to $1,000 per household.
Eligibility Requirements for the One Louisville COVID-19 Response Fund:
• Jefferson County residency;
• Household income at or below 100% AMI (Area Median Income) (See chart below) within the previous 30 days;
• Need for rental assistance, childcare, transportation, food assistance, and/or utilities;
• Demonstrated loss of earned income related to COVID-19 illness or exposure including medical issues or incubation period, business closures, lay-offs, school closures and the lack of appropriate childcare on or after March 16, 2020; and
• Must have exhausted community support for service requests.

All individuals applying for the Louisville ONE Coronavirus Relief Fund assistance must provide documentation, including:
• Copy of picture ID;
• Copies of Social Security cards for all household members/ITIN (Or proof of age for youth under 2 years old);
• Proof of income within the last 30 days; and
• Demonstrated need and a demonstrated loss of income mentioned above.
The program will continue until funds are expended, since we are uncertain of how long the COVID19 pandemic may last, there may be more assistance needed. Another reality of unemployment for many is the loss of health insurance. For individuals who have lost health coverage, you can:
• Apply for Medicaid by calling the Kentucky Healthcare Customer Service: (855) 459-6328;
• Contact the KY Health Benefit Exchange: healthbenefitexchange.ky.gov; or
• Call the Dept. for Community Based Services’ Call Center: (855) 306-8959.
As this pandemic has adjusted the routine for daily life, it is important we do not stigmatize those who need help. These are our neighbors, friends and loved ones.
