For the second year in a row, Kentucky lawmakers will take no action on charter school funding — effectively shelving the state's controversial charter law.

"It’s a pretty shocking failure of leadership," said Todd Ziebarth, a national charter school advocate who helped craft the 2017 law. 

That law, once heralded by Republicans for its promise to help needy families escape failing schools, has floundered on the books for two years without funding.
