FRANKFORT — Changes Gov. Matt Bevin made to his pension bill Wednesday do not address the main concern of lawmakers and do not improve the bill's chances, state House Speaker David Osborne said Thursday.

"I don't think this has changed anybody's mind. ... The overriding concern expressed by members about the bill remains," Osborne said in a phone interview. "... It's very possible we will not have a special session."

Bevin sent legislators a letter late Wednesday outlining four changes in his plan to give relief to regional universities, local health departments and other quasi-governmental agencies from the crushing hike in pension costs they face starting July 1.
